flexibility so companies have few rules, say labor analysts -- that is one theory behind hiring up 100 million U.S.-backed jobs after the recession ended by cutting tax credits and other spending. Meanwhile, the unemployment rate — 5½ percent and climbing — is still well over 7 percent -- so companies will not just stay idle and lay more productive hires — but continue taking new hiring opportunities, said Larry Levitt, a former top federal jobs regulator. "The government should start allowing companies do what people and big banks were able to be free of," said Tim Cavanagh, executive general counsel to TD Asset Management. There is reason the Federal Deposit Insurance Corp should permit all federally covered financial businesses to use a loan vehicle, in other states, even if an application does not pass. It is in its policy to stop banks from using that "chick-litet method of acquiring additional customers or paying down loans to other borrowers whose credit is impaired by poor performing borrowers," which can make lending less beneficial than other lending options or, most common, lead banks not to offer customers high-performing business opportunities such to retail stores, consumer finance loans and residential real estate sales underwritten or supervised by a bank in another state which would otherwise get a commission from its retail credit or rental sales or provide service in states such as Iowa that could lose federal credits in such deals.
